iexpertus: Driving Innovation and Strategy in Telecommunications
iexpertus is a consulting group, founded in 1994, focused on business development, regulation and public policies for telecommunications in Mexico and the Latin American region.
Jorge Arredondo is a telecommunications professional with decades of experience in engineering, regulatory policy, and strategic development across Mexico and Latin America.
He has held key positions in multinational and national companies such as IBM, Litton Industries, and Ericsson, both in Mexico and abroad, and contributed to the growth of Axtel, one of Mexico’s early competitive service providers. Throughout his career, he has played an active role in expanding Mexico’s telecommunications infrastructure and introducing state-of-the-art technologies.
From 2001 to 2006, Arredondo served as President of the Federal Telecommunications Commission (COFETEL), overseeing one of the most dynamic periods of growth and modernization in the sector. Since completing his tenure, he has continued providing consulting services to operators, vendors, and Pay TV providers while contributing to international technology initiatives.
Most recently, he has developed INGENIOSUS, an innovative iExpertus LLC project designed to help seniors confidently use smartphones through clear, step-by-step guidance.

Jorge first discovered electricity and electromagnetism by experimenting with magnets taken from old speakers.

He spent much of his youth disassembling electro-mechanical turntables and vacuum tubes, and he built a galena radio receiver that deepened his fascination with electronics.

During this decade, Jorge built record players and HiFi consoles, graduated from college, and joined IBM Mexico as a technical service specialist for punch-card data machines. He later traveled to Belgium on a scholarship to collaborate with IBM Europe on analog computer analysis for steel processing. At the University of Liège’s Research Center, he worked on early applications of numerical machine tools. While at Bell Labs in Antwerp, he witnessed the development of the first memory stacks for telephone switches. Back in Mexico, he managed ferrite core memory assembly at Litton Industries in Mexico City and helped establish its larger facility in northwest Mexico.

Jorge joined Ericsson in Stockholm, where he contributed to the development of Mexico’s first SPC (Stored Program Controlled) telephone switch for its largest traffic node. He later led the software development team in Mexico, overseeing testing and deployment of national and international traffic switches. He also served in sales management roles, helping advance Ericsson’s leadership in the Mexican market.

Jorge rejoined Ericsson’s Stockholm team to work on global marketing strategies aimed at strengthening the company’s competitive position. The team implemented new structures and practices that increased Ericsson’s market share and stock valuation. In Mexico, he played a key role in introducing cellular mobile telephony by working closely with the national regulatory authority to adopt essential standards and by facilitating the largest operator’s acquisition of Ericsson’s technology. Following Mexico’s devastating 1985 earthquake, Jorge led marketing communications and corporate strategies that positioned Ericsson as a model of cooperation—efforts that earned recognition from the Mexican government.
As Mexico pursued economic liberalization and signed the General Agreement on Tariffs and Trade (GATT) in 1986, the telecommunications sector became more competitive, expanding Jorge’s professional opportunities.

With the signing of the North American Free Trade Agreement (NAFTA) in 1993, new opportunities emerged for international collaboration. This motivated Jorge to pursue activities beyond Ericsson, where he had worked since the early 1970s. In 1994, he founded iExpertus Consulting to assist new telecom equipment and service providers entering Mexico’s rapidly expanding market. From 1997 to 2001, he supported companies such as AMP, Tellabs, Sycamore Networks, AT&T, and Axtel—helping Axtel establish its Regulatory division to manage interconnection with incumbents and new entrants.

In 2001, the Mexican Federal Government appointed Jorge as President of the Federal Telecommunications Commission, the regulatory authority for virtually all telecom services in the country. Under his leadership, from 2002 to 2006, the Commission underwent a radical restructuring to improve efficiency and responsiveness, achieving record performance in regulatory processing during a period of strong industry growth and consolidation.

After completing his tenure as regulator, Jorge continued providing consulting services to numerous service providers and equipment vendors, including Nokia. He also supported the European DVB Project, an industry consortium developing open technical standards for digital media delivery, which were adopted by cable operator CABLEMAS. In 2022, iExpertus LLC was established in the United States.

Recognizing that many seniors face challenges adapting to rapidly evolving mobile technologies, Jorge launched Ingeniosus, a new iExpertus LLC venture dedicated to creating step-by-step smartphone guides designed specifically for older adults.

By 2025, Ingeniosus is expected to reach its MVP stage and is on track for commercialization in 2026.
